“Yes” it is possible. Transmission right-of-way corridors, vast swaths of vegetation-free landscape to protect high-voltage power lines, could provide enough space for solar PV.
There may not be good interconnection opportunities for solar under these huge towers, so this should be considered as a land use discussion rather than technical analysis to the grid.
The issues of Right of Way, interconnection of panels, the shading effect of tower, safety issues and clearances / approvals hiccups will make it a difficult task. Even the picture below is created it’s not a real picture of its implementation.
