[ezcol_1half]MSPGCL has approached the Commission to resolve its Tariff dispute with MSEDCL in respect of its 125 MW Solar Power Project. The PPA for the project was signed on 5 January, 2011. The Project was to be developed in 5 blocks of 25 MW each, and expected to be completed by 31 March 2012. However, due to delay in various clearances, the project commissioning date was extended.
According to the chronology submitted by MSPGCL, out of the total 125 MW capacity, 114.6 MW capacity was developed before 31 March, 2013 and was ready for commissioning. However, on account of delay in the evacuation system, the actual block wise date of energy injection to the State Grid was deferred. In addition to this, other events were also analysed by the commission to come up with its final ruling.
[/ezcol_1half] [ezcol_1half_end]The Commission was of the view that the time taken in receiving clearances from MoEF was also beyond the control of MSEDCL, which led to delay in construction and commissioning of evacuation infrastructure. Thus, the Commission is not inclined to accept MSPGCL’s claim for payment of arrears with interest towards carrying cost. MSEDCL may pay the arrears to MSPGCL in twelve equal instalments without any interest
