[ezcol_1half]Government of Uttarakhand has released two RFPs of 30 MW (SPV) and 50 MW (SPV/ ST) for solar power on 20 – Aug -2014 under its Solar Power Policy – 2013 which aims to set 500 MW by the year 2017. There is 30 MW RFP for solar Photovoltaic (SPV) plant under category I, which comprises competitive bidding process for solar plants to sell power to Uttarakhand DISCOM for meeting RPO Obligation as specified by UERC from time to time, and another 50 MW for solar thermal/ solar PV (ST/ SPV) under category II, which comprises Projects set up on private land for captive use or sale of power to 3rd party within or outside the state or project setup on private land under Renewable Energy Certificate (REC) Mode.For the RFP of 30 MW for solar PV the Minimum capacity of a solar plant shall be 100 kW and maximum capacity can be 30 MW. Successful bidder can setup plant anywhere in the state.
RFP provides some benefits to the project developers like
- If the developer purchase private land for the project, than they will be eligible for an exemption of 50% on stamp duty.
- In case Developer is using the agriculture land for establishing Solar power plant then he would be exempted from paying any conversion rate
Bidders are required to quote a levelized tariff for 25 year and PPA shall be done for the same period. Project developer have to maintain minimum 19% of CUF. Bidders shall be responsible to get the grid connectivity. Transmission line shall be constructed by STU/DISCOM but the cost will be borne by project developer. Projects has to be connected at 33/11 kV system.

For the RFP of 50 MW for solar ST/ SPV the Minimum capacity of a solar plant shall be 100 kW and maximum capacity can be 50 MW. In this also successful bidder can setup plant anywhere in the state. The benefits for project developers for this RFP is also the same.
Qualification criteria for bidder:
- bidder needs to have net worth of 3 Cr/ MW at least seven days prior to date of submission
- bidder needs to demonstrate its technical ability and to do so bidder can have technology tie-up

The last date of bid submission is 07.10.2014 before 12:00 hours (IST).
The wheeling charges shall be applicable as decided by UERC, and if open Access is granted to any developer or beneficiary they shall have to pay the applicable Open Access charges and losses as approved by UERC from time to time. However, the Cross Subsidy Surcharge shall not be applicable for Open Access obtained for third party sale within the state.
