WHAT IS OPEN ACCESS?

As per Electricity Act, 2003 Open Access is defined as,

“The non-discriminatory provision for the use of transmission lines or distribution system or associated facilities with such lines or system by any licensee or consumer or a person engaged in generation in accordance with the regulations specified by the Appropriate Commission”

It means, Open Access implies any licensee or consumer can enjoy facilities such as transmission lines, distribution lines or other related infrastructures for sale/ purchase of electric power/energy, subjected to condition to fulfill the regulatory compliance.

Open access policy promotes development of power market and enables competitions among various players. Policy provides freedom to buyer to select the seller, and vice-versa.
